President Zhao Jianguo of Bohai University attended the founding conference of the China-Lusophone and Spanish-speaking Countries Education Cooperation Alliance

To deepen comprehensive cooperation between China and Spanish- and Portuguese-speaking countries in education, culture, science, and technology, and to mark the 20th anniversary of the establishment of the strategic partnership between China and Spain, the Inauguration Ceremony of the China-Spanish & Portuguese-Speaking Countries Education Cooperation Alliance and its First Member Congress were convened at the Europe-Africa Center of the China Foreign Languages Publishing Administration on November 13. This landmark event gathered a multitude of high-level representatives from governments, diplomatic communities, and education sectors of China and Spanish- and Portuguese-speaking countries.  

Zhao Jianguo, Deputy Party Secretary and President of Bohai University, was invited to lead a delegation to attend the event. During the conference, he signed strategic cooperation documents with two universities, yielding fruitful outcomes—a milestone that signifies a solid and pivotal step forward in Bohai University’s pursuit of educational internationalization. Accompanying him were Pan Dechang, Standing Member of the Party Committee and Vice President of Bohai University, as well as heads of the Party and Government Office and the School of International Education.  

At the alliance’s unveiling ceremony, Zhao Jianguo was invited to co-unveil the alliance with five other Chinese and international guests, officially inaugurating its establishment. The alliance’s launch marks a new phase in comprehensive cooperation between China and Spanish- and Portuguese-speaking countries in education, culture, science, and technology, while also providing fresh opportunities and clear directions for Bohai University’s international educational exchanges and collaborations.  

 

A particularly prominent highlight at the founding congress was the signing of a Deepened Cooperation Agreement between Bohai University and the University of Atlantic Europe (Spain). The core components of this agreement include the joint development of a “3+1 Undergraduate-Master’s Integrated Program” and the deepening of linguistic and cultural integration initiatives.  

In the key cooperation signing session under the alliance framework, Zhao Jianguo, on behalf of Bohai University, signed a Memorandum of Understanding (MoU) with Luis Alonso Zur López, Rector of the Ibero-American International University (Mexico). As stipulated in the MoU, the two universities formally established their intent to collaborate, initiating comprehensive partnerships in faculty exchange and training, student mobility, joint research, and academic resource sharing. The initiative aims to foster an efficient and mutually beneficial collaborative relationship, collectively elevating the internationalization level of higher education.  

The two signed documents—ranging from the framework MoU to the highly operational cooperation agreement—clearly delineate the breadth and depth of Bohai University’s collaborations with institutions in Spanish- and Portuguese-speaking countries. These partnerships not only represent Bohai University’s active engagement in China’s “Education Power” strategy and its expansion of the “Belt and Road” Education Initiative but also provide a broader international development platform for its faculty and students. They will significantly enhance the university’s international competitiveness in talent cultivation, scientific research, and cultural mutual learning.
