On the morning of September 26th, the opening ceremony of the 2025 Pujiang Innovation Forum Liaoning Sub-forum and the Northeast Asia Technology Cooperation and Exchange Conference, co-hosted by the Ministry of Science and Technology, the People’s Government of Liaoning Province and the People’s Government of Shanghai Municipality, was held at the Liaoning Friendship Hotel. Zhao Jianguo, Deputy Secretary of the Party Committee and President of Bohai University, Liu He, Deputy Secretary of the Party Committee, Zhang Junxiu, Dean of the College of International Education, and Zhang Cheng, Vice Dean, attended the opening ceremony. At the signing ceremony of key international science and technology cooperation projects, Zhao Jianguo and Baasansukh Badarch, president of the Mongolian University of Life Sciences, jointly signed the “Agreement on Jointly Building the ‘China-Mongolia International Joint Laboratory for High-Value Utilization and Safety Control Technology of Grain and Cereals’ ”, which became one of the important achievements of this forum.
The opening ceremony was presided over by Wang Libo, Vice Governor of Liaoning Province. More than 250 people, including the leading officials of the Liaoning Provincial Party Committee and the provincial government, relevant leaders from the Ministry of Science and Technology, leaders from the Shanghai Municipal Government, as well as scientists, enterprise representatives from Russia, Belarus, Japan, Korea and other countries, and representatives from universities, research institutes and key enterprises within the province attended the event. Wang Xinwei, Deputy Secretary of the Liaoning Provincial Party Committee and Governor of Liaoning Province, Long Teng, Vice Minister of the Ministry of Science and Technology, and Xia Kejia, Deputy Secretary-General of Shanghai Municipal Government, respectively delivered speeches, emphasizing the need to promote the coordinated development of scientific and technological innovation in Northeast Asia through high-level opening up and cooperation. President Baasansukh Badarch of Mongolian University of Life Sciences, as the sole representative of a foreign university, delivered a speech at the opening ceremony. He highly affirmed the cooperation potential between Mongolia and China in the field of grain science and technology and expressed great expectations for in-depth cooperation with Bohai University.
At the subsequent signing ceremony of key international science and technology cooperation projects, Bohai University and Mongolian University of Life Sciences jointly signed an agreement to build a joint laboratory. This laboratory will focus on high-value utilization and safety control technologies of grains and cereals, gather the scientific research forces of both sides, carry out joint research and development, talent co-cultivation and technology transfer, and strive to become a demonstration platform for the upgrading of the grain industry in the countries along the Belt and Road Initiative. This signing is another substantive progress since the two schools signed the cooperation framework agreement in 2023, marking a new stage in their cooperation.
As the guest province of the 2025 Pujiang Innovation Forum, Liaoning is located in the core area of the Northeast Asia Economic Circle. This cooperation is an important measure taken by Bohai University in response to the national strategy of “deepening regional cooperation in Northeast Asia”, and it is also a vivid practice of the university promoting international scientific and technological exchanges and the integration of industry, academia and research by relying on the Pujiang Innovation Forum, a national-level platform. By jointly building the laboratory, Bohai University will further expand its international cooperation network, gather innovative resources both inside and outside the university, deeply showcase the university’s scientific and technological achievements in the field of grain science and engineering, and contribute “Bohai University wisdom” to enhancing food security and industrial competitiveness in Northeast Asia. Meanwhile, this cooperation will also inject the impetus of universities into Liaoning Province's three-year action goal of building an open cooperation hub in Northeast Asia and achieving new breakthroughs in comprehensive revitalization, highlighting Bohai University’s mission and responsibility in serving local development and national strategies.
